PM Shares Video of 2nd Negotiation Meeting with King Norodom Sihanouk

PHNOM PENH: Prime Minister Hun Sen shared a video through his official Telegram channel on Tuesday night of the second round of talks he had with King Norodom Sihanouk in France from 20-21 March 1988.

Prime Minister Hun Sen stated that during the negotiations in 1988, he proposed the establishment of a high-level National Unity Council with King Norodom Sihanouk as its chairman and three other vice-chairmen.

At that time, King Norodom Sihanouk also proposed the formation of a quadratic government.

"The positions of the two sides are still very different, but I and [King Norodom Sihanouk] continued to negotiate until the establishment of the High National Council on a 6 plus 6, or 6 plus, or 2 Plus 2 Plus 2 formula, which was then signed in Bangkok and Tokyo in early 1990 and organized in Jakarta in the third quarter of 1990," wrote the Prime Minister.

Prime Minister Hun Sen and King Norodom Sihanouk first held negotiations on 2 December 1987, which paved the way for a series of meetings that led to the signing of the Paris Peace Agreement on 23 October 1991. This agreement allowed Cambodia to become united under a single government and to develop into the prosperous nation of the present.
